The Jordan Compact is an innovative approach that has enabled Jordan to continue providing a global public good by hosting Syrian refugees in peace and security with access to basic services and some economic opportunities.
The Jordan Compact was created in 2016, at the London Conference on supporting the future of Syria and the region. There were over one hundred commitments made by the Government of Jordan (GoJ) and International Community (IC) in the Jordan Compact and subsequent Brussels meetings: they included quantitative targets, process-based commitments and mutual undertakings, requiring action by both GoJ and IC.
An independent team by Agulhas was contracted by the EU to review progress on delivering these commitments, the difference that they have made for Syrian and Jordanian communities and the challenges that have been encountered.
Agulhas produced:
- A Monitoring framework that identifies indicators emerging from the Jordan Compact and subsequent Brussels meetings
- An Assessment report which assesses performance against those indicators
