Agulhas was contracted by CIFF to provide monitoring and evaluation support to the Initiative for Climate Action Transparency (ICAT). ICAT supports improved transparency and capacity building under the Paris Agreement. Agulhas worked closely with ICAT to refine the programme level Theory of Change and develop a comprehensive suite of Key Performance Indicators. The Agulhas team also undertook an independent evaluation of the ICAT programme, including six detailed country case studies (Brazil, Costa Rica, Dominican Republic, Ghana, Mozambique, Sri Lanka).
