Process Evaluation of DFID’s Humanitarian Programming in Syria

Agulhas and Integrity produced an evaluation of DFID Syria Crisis Unit in order to assist DFID to improve its response to the Syria crisis and how it responds to future challenges. The evaluation concluded that DFID’s strategic approach to the humanitarian crisis and grant allocation in Syria was consistent with the UK’s international obligations and with its own policy priorities; however, DFID did not have a pre-existing model of how to operate or resource a response to a challenge like the Syria crisis, as a result it made some poor initial decisions. Moreover, the report concludes that DFID was able to deliver despite the considerable staffing constraints but both staffing and programme management were too focused on London.
