Shaun works with Agulhas to implement evaluations. As a Political Sociologist, he undertakes programme evaluations and acts as a thought partner for many of Agulhas’ clients, including the Africa Governance Initiative, DFID, DFAT the EU and the Independent Commission for Aid Impact. He specialises in assessing the impact and value for money of complex public sector reform, peace-building, civil society and political governance programming, particularly in fragile and conflict-affected states.

As an M&E specialist, Shaun has designed problem-driven learning processes and tools for governance, security and justice programme monitoring in a wide range of different political and institutional settings, in the Middle East and North Africa, Sub-Saharan Africa and West and South-East Asia.

Shaun has post-graduate qualifications in research, governance and development and a proven expertise in the use of political economy and institutional ethnographic analysis, providing insight and learning around complex governance and development programming. He is recognised for his analytical and writing skills, and has a trusted ability to deliver consistently high quality outputs including crisp reports and effective stakeholder communications, working to tight deadlines and within budget.
