Mark Kelleher

Technical Manager

Mark is both a Technical Manager and the ICAI Project Manager at Agulhas, providing leadership and technical delivery on a range of projects relating to climate change, adaptation, resilience, agriculture, biodiversity and nature, just transition, and international development. Mark also supports the Agulhas senior team with project management, client engagement and oversight to deliver a five-year work programme for the Independent Commission on Aid Impact; the independent body that scrutinises all UK ODA spending.

Mark is a skilled technical manager with experience of review delivery across a range of thematic areas and client types, specialising in the nexus between international development and the environment. Mark has led data collection at all stages of evaluation, conducting qualitative as well as quantitative analysis. He has managed, and assisted with, the delivery of complex mixed methods research projects and evaluations in Europe, Africa, Asia and Latin America.

He is also a member of the Agulhas Climate Hub, providing research, analysis, management and support on projects relating to climate change, environment, nature and just transition.


Mark has worked as a research leader, researcher and project manager for a range of public, private and non-profit organisations. His work experience spans climate change, adaptation, water, health and low carbon development.

Mark holds an MSc in Environment and Development from the London School of Economics and Political Science, and a BA in Politics, Philosophy and Economics from the University of York.


Key work skills

Mark is inspired most by the spaces where knowledge and actions meet. He has expertise in project management and delivery and a thematic interest in environmental politics and institutions, climate change, adaptation, justice and equitable development. His previous work has focused on Sub-Saharan Africa. He is most interested in working on regenerative approaches to international development that are sustainable and inspirational.

Outside of work, Mark is passionate about arts and culture, and enjoys both from the perspective of a consumer and a creator. He regularly acts with the Dulwich Players, and enjoys making a racket on guitar with friends whenever possible.
