Liz is a Senior Technical Manager with over 25 years’ experience in international development. An economist by training, Liz has worked in a variety of settings, including research institutions, government and various consulting roles. She is an experienced project director and team leader.

Liz has worked on the design and evaluation of projects and programmes. She has undertaken complex, multi-country and multi-sector evaluations at the strategy, portfolio, programme and project levels, often combining these different levels. She has conducted numerous theory-based evaluations and employed a range of approaches and designs. Her evaluations apply mixed methods, using both quantitative and qualitative methods. She has undertaken strategic reviews, portfolio reviews, case studies, surveys and value for money assessments, often synthesising findings across these different evaluation components. She has excellent writing skills and is able to translate complex technical material for a range of audiences. She also frequently quality assures evaluation designs and reports. The core principle underlying her work is to ensure that evaluations are useful and therefore used, requiring close collaboration with the client to ensure their needs are met.

Liz has researched extensively on aid for trade, presenting some of her work at international forums (OECD, UNECA and WTO). She has worked closely with government and other key stakeholders in developing countries, especially in East Africa, including 2.5 years working in the Ministry of Industry and Trade in Tanzania.

Clients include various international organisations (e.g., United Nations Conference on Trade and Development, United Nations Economic Commission for Africa, World Bank, World Food Programme and the World Trade Organisation), regional organisations (e.g., European Commission, Economic Community of West African States Commission and TradeMark Africa) and governments (Denmark, Finland, Germany, the Netherlands and the UK).

Key work skills

Her expertise and experience focus on: trade, market systems and value chain development, private sector and SME development, food markets, agriculture and agri-business, and gender and inclusion; evaluation design and methodology, qualitative and quantitative research methods, and economic analysis.

Other interests

Liz enjoys being walked by her cockapoo along the south coast, beachcombing, photography, architecture, theatre and (sometimes) going to the gym.
