Kate has over 20 years’ experience in international development, working both in government and in multilaterals as a development economist, evaluator, strategist and manager. Working with DFID for 13 years, and with the African Development Bank for 5, Kate has focused her career on the development challenges of Africa and the MENA region.
As a senior economist in DFID, Kate worked on both operational and policy aspects of the UK aid programme. Seconded to the African Development Bank’s governance team, Kate helped improve the Bank’s ways of doing budget support at operational, policy and evaluation levels. After leaving DFID, Kate returned to the Bank as Lead Economist in the Bank’s Strategy Group, where she helped shape and implement the Bank’s inclusive and green growth vision.
Consulting since 2015, Kate has led teams working with DFID to design economic development programmes in Africa, to evaluate financial aid and infrastructure programmes, and, through Agulhas, with the AfDB in strategy development, VFM assessment and to support to flagship reports. She led the ICAI review of DFID’s approach to transition countries for Agulhas and was the lead expert on the ICAI review of DFID’s infrastructure portfolio.
Kate has a BA (and MA) in economics from Cambridge (Environmental and Development economics specialisms) and an MSc in environmental science from London (Wye). She also works in French.
