Strategy and Policy

Based on our strong technical skills and extensive experience, Agulhas is a trusted adviser to numerous clients, contributing to policy and strategy development. Thinking and working politically is a core speciality at Agulhas, harnessing our accumulated knowledge and learning over several decades.

Agulhas provides strategic policy advice and research support to governments, regional and multilateral institutions, as well as others such as foundations. For many clients, we have developed a close, ongoing strategic relationship building a broad and deep understanding of their needs, priorities and challenges.

Since 2015, we have been the Service Provider to the Independent Commission for Aid Impact (ICAI), supporting ICAI to review all aspects of UK aid spending, generating over 100 reviews. As a result of this long-standing engagement, the Agulhas team have developed a deep knowledge and understanding of the UK Government’s policies, strategies and approaches in international development.

We have also undertaken numerous strategic reviews of several multilateral organisations as a service provider to the Multilateral Organisation Performance Assessment Network (MOPAN).

Our policy advice and analysis practice is led by Dr Marcus Cox, who is a leading thinker on contemporary development and governance issues and a specialist in political economy analysis.
