This report, using an updated monitoring framework, added on the efforts of Addis Tax Initiative (ATI) members to ensure coherent policies on DRM and tax-related illicit financial flows; and to enhance capacity in partner countries to engage in tax and revenue matters. This report serves as the baseline for future ATI monitoring reports (2023 and 2025).
