Peter has 30 years of experience in Government, NGOs and the private sector as a manager and leader. As International Director in DFID he was responsible for the development aspects of the UK’s multilateral partnerships, (including the World Bank, EU and UN), and for DFID’s trade, conflict and humanitarian work. Immediately prior to joining Agulhas, Peter was International Director of Tearfund, responsible for worldwide work with partners and a disaster response team with over 1000 staff. Peter has led change processes within organisations and the development of policy on measuring multilateral effectiveness, and on poverty reduction, for DFID and the DAC.

An economist, Peter combines analytical skills with a profound understanding of aid policy and operations and the international development system. He acted as Chief Economist in DFID and led the Economic Policy and Research Department. He was also Deputy Director for Asia.  He is able to provide policy advice at the most senior level and has particular experience of living and working in Asia and sub-Saharan Africa.

Peter leads Agulhas’ team providing monitoring and evaluation for the Africa Governance Initiative and has led teams for ICAI, reviewing DFID’s work to reduce under-five mortality in Kenya and to address violence against women and girls. Other assignments have included facilitating a World Bank group on results and effectiveness for the Australian Government and assessing the contribution of budget support to development results for the African Development Bank. Peter is a visiting professor at Richmond University.
