Mark Kelleher

Project Manager

Mark is a technical manager and the ICAI Project Manager at Agulhas, providing project management and technical support on a range of projects, as well as supporting the Agulhas senior team with project management, client engagement and oversight to deliver a four-year work programme for the Independent Commission on Aid Impact; the independent body that scrutinises all UK ODA spending.

Mark is a skilled review manager with experience of review delivery across a range of thematic areas and client types, and a specialisation in international development and environment. Mark has supported data collection at all stages of evaluation, conducting qualitative as well as quantitative analysis and is skilled at survey delivery. He has managed, and assisted with, the delivery of complex mixed methods research projects and evaluations in Europe, Africa, Asia and Latin America.

He is also a member of the Agulhas Climate Hub, providing research analysis and support on projects relating to climate change, the environment, just transitions and international development.


Mark has worked as a researcher and project manager across a range of organisations including NGOs, the public sector and private-sector firms. His work experience spans climate change, adaptation, water, health and low carbon development.

Mark holds an MSc in Environment and Development from the London School of Economics and Political Science, and a BA in Politics, Philosophy and Economics from the University of York.

Mark has work experience in the UK, USA, Uganda, Kenya, Sweden, and South Africa.


Key work skills

Mark is inspired most by the spaces where knowledge and actions meet. He has expertise in project management and delivery and a thematic interest in environmental politics and institutions, climate change, adaptation, justice and equitable development. His previous work has focused on Sub-Saharan Africa and he is most interested in working to promote international development that is truly sustainable.

Other interests

Mark is passionate about arts and culture, and enjoys both from the perspective of a consumer and a creator. He regularly acts with the Dulwich Players, sings in Bart’s choir and plays guitar with friends whenever possible.
