Charlotte is an economist and a highly-experienced evaluator, with 22 years of experience in international development, principally in Africa.

Over the last 10 years, she has been a team leader or deputy team leader for more than 25 thematic and strategic evaluations for bilateral and multilateral agencies, including DFID, Danida, Irish Aid, Norad, the European Commission, the World Bank and the African Development Bank. She was recently the team leader for an ICAI review on UK aid’s contribution to tackling tax avoidance and tax evasion.

Her areas of expertise comprise donor support to public sector and public finance management reforms, anti-corruption, institutional development, domestic accountability, pro-poor growth, aid effectiveness, budget support and international engagement in fragile states. An Agulhas associate since 2011, she previously worked for ITAD, International Alert, the Commission for Africa, the African Development Bank and the Economist Intelligence Unit. She is a regular guest speaker at the UK International Centre for Parliamentary Studies, is well-published, and a native French speaker.
